According to two individuals with knowledge of the situation, the Premier League team did not submit the necessary paperwork in time for Ziyech to be registered in the FIFA system that confirms all foreign transactions.
After losing Spanish international forward Pablo Sarabia to Wolverhampton Wanderers in early January, PSG looked to the Netherlands-born Ziyech to bolster their assault. The Ligue 1 leaders did not add any new players during the winter transfer window before facing Bayern Munich in the opening leg of their Champions League last-16 tie on February 14.
