This first step came after Tim Lewis, an executive for Arsenal, and Karren Brady, an executive for West Ham, talked at the Premier League AGM in Hampshire on Wednesday.

However, the process is being led by sports director Edu and director of football operations Richard Garlick.

Manchester City, who won the Premier League last season, is also looking into making an offer for the 24-year-old.

The Athletic said in May that Arsenal’s top summer goal was to sign Rice because the team wanted to strengthen its middle.

David Sullivan, the head of West Ham, said after the team won the Europa League that he thought Rice had played his last game for the team and that the captain “wanted to go.”

Rice’s contract with West Ham runs out in 2024, but he has the chance to stay for another year.

But in December, The Athletic said that the England player had turned down three contract offers from the east London club because he wanted to play for top prizes more often.

Chelsea and Manchester United were also interested in the player at one point.

Moyes said in February that if and when Rice left West Ham, it would likely take a British transfer record fee to get him to go somewhere else. In January, Chelsea broke the record when they paid £106.7 million ($133.6 million) for Enzo Fernandez from Benfica.

Rice has played for West Ham 245 times since his first game in 2017.

Rice was asked about his future after helping the club win its first trophy in 43 years by beating Fiorentina in the Europa Conference League final.

He said, “I am the captain of this club.” I love it to pieces, and I can’t say enough good things about this place. Let’s see how things go.”

Rice is one of the best players in Europe at stopping the other team from getting a shot on goal. He can get the ball back, but then he runs up the field with it, which changes defensive play into offensive play.

He is very good at reading the game, and it seems to come naturally to him. He is very good at anticipating, timing, and making decisions.

West Ham often plays in a 4-2-3-1 formation, with Rice and Tomas Soucek as their two midfielders. He is the one who makes a defensive triangle to build up from the back and is always ready to get the pass.
